[ARCHIVED] New Utility Billing Software is Live!

Preview of Billing Online Payment Site

The Bluffton Utility Office has implemented its new customer billing software, which will streamline processes and expand its reporting capabilities. The software transition also brings with it an improved, expanded online user experience for customers.

Bluffton Utility customers will now see the following changes:

  • New 24/7 Credit Card Pay-By-Phone Number**:  Customers wishing to pay by credit card over the phone must use the following IVR (Interactive Voice Response) phone number: 1-833-387-0800. Calls made directly to the Utility Office will be instructed to call this number, to maintain improved payment method security and PCI compliance.
  • Online Payment and Customer Account Access Site Change:  Bluffton Utilities will no longer be using Invoice Cloud, Inc. as their online payment provider as of 11/12/2025. Customers are encouraged to go to the new Tyler Municipal Online Payment site instead (https://www.municipalonlinepayments.com/blufftonin/utilities). This site is live and shows current balances and payment activity in real time. The site offers a variety of options for visitors:
    • “Quick Pay” - allows customers to make payments to a specific utility account without registering online.
    • Sign in or Sign Up” – allows customers to register on the site to access their statements, view current balances, pay bills, sign up for Autopay*, review past payments, and view past utility consumptions. Customers are also able to pay multiple service accounts by adding them to their registered online account. 
      • To register, customers will be asked to provide an account number and a recent, past PAID amount to that account.
      • Customer account numbers have changed in the new system
        • The old format was ## ####. 
        • The new format is ## ##### ###. 
        • If you have not yet received a bill with your new account number, please call the utility office at 260-824-2500 to assist with gathering that information.
    • *NOTE: Customers who had previously set up Autopay with Invoice Cloud and wish to continue the Autopay feature will be required to set up Autopay with our new Tyler Municipal Online Payment Site as well. Please do that as soon as possible to avoid disruptions to the payment process.
    • Payment methods accepted on the new site are Visa, Mastercard, Discover, and American Express. Credit cards transactions will be charged a transaction fee of 3.5%, with a $2.50 minimum fee.
    • E-checks are also accepted online, and will be charged a $2.50 transaction fee.

Utility bill payment fees

  • Bill Format Design Changes:  Recent online and mailed bills have a new look to them. The mailer design will change further late this year as printed bills will change from postcards to a standard letter/envelope format. E-billing is always also available and encouraged.

The Utility Office staff are hard at work to properly configure their new customer billing system, and appreciate everyone's patience as they work to fully implement the new system. Customers with questions may call the Utility Office at 260-824-2500 during regular business hours.
