To avoid disruptions in service, utility bills must be paid in a timely manner. 

Ways to Pay Bluffton Utility Bills

Bluffton Utilities offers several different payment methods to choose from.

Pay Online

Customers may pay online with credit cards or debit cards any time, day or night. This service includes a transaction fee of 3.5%, minimum fee of $2.50. (To set up an online account, follow these instructions.)

Pay by Phone

Customers may pay by credit card over the phone by calling the automated IVR phone service at any time at 833-387-0800. Payment method transaction fees may apply. 

Pay by Automatic Debit (ACH)

Customers may also sign up to have their monthly bill paid automatically by using the Automatic Debit feature. To do so, customers must bring a voided check, or a letter from their bank that lists a routing number and checking account number, to the Utility Office. Automatic Debit customers will continue to receive their monthly bill listing the amount owed and the date that it will be debited from their account.

Pay by Mail or Drop Box

Customers may make payments by placing them in the mail or by depositing them in the gray drop box located on the east side of City Hall. The customer's billing stub listing their name and address must accompany the payment.

Pay in Person

Customers may make payments in person by visiting the Bluffton Utility Office during regular business hours at 128 E Market Street.

Paperless E-billing and Online Account Access

Want to reduce clutter and save a few trees? Customers now have the option to go paperless and receive Bluffton utility bills via email. To receive an email copy of your bill each month, contact the utility office and simply provide them with your email address.

To sign up for paperless billing, call the Utility Office at 260-824-2500 or email them with your service address and account number.

Customers may also register with the online billing site are also able to view current and past bills and consumptions, as well as pay online if desired. You may also opt in or out for paper bills,

Acquire Electric, Water, & Wastewater Service

For new Bluffton Utilities customers, both residential and commercial, a deposit is required.

New Customers - Residential

For new residential customers, a deposit is required.

  • $25 deposit - applicable for new residential customers with a reference from a prior utility company or a good credit check (run by Bluffton Utilities)
  • $50 deposit - applicable for new residential customers without a reference or who do not wish to have their credit run.

There are three ways to apply for a new service

  1. Apply and pay deposit online
  2. Call the Utility Office at 260-824-2500
  3. Visit the Bluffton Utilities office at 128 E Market Street during regular business hours.

New Customers - Commercial

  • For new, small commercial users, a deposit is required. The deposit amount will either be charges estimated for one month's utility usage or $150, whichever is greater.
  • For new, large commercial users (restaurants, factories, etc.) a deposit is required. The deposit amount will be determined by the Bluffton Board of Works and will be at minimum estimated for one month's utility usage.

Current customers wishing to transfer service to a new location may request those changes in one of the following ways:

Additional Non-Recurring Utility Charges

  • Late Payment Fees :  For all services, fee is 10% of full amount.
  • Bad Check Fee :  $35
  • Afterhours Service Calls :  $35 trip fee
  • Electric and Water Non-payment Reconnect Fees :
    • $40 each, 9 am to 4 pm, Monday through Friday 
    • $60 each, all other days or times
  • Electric Temporary Service :  $50 for normal span (100 feet); fee for additional length would be actual cost less salvageable material
  • Temporary Users  
    • Commercial electric rate for all electric usage, metered or estimated
    • Water rate schedule for all water usage, metered or estimated
  • Meter Tests
    • Electric :  $50
    • Water 5/8 to 1" meter :  $35
    • Water 1.25  to 2" meter : $45
    • Water 3 to 6" meter : $300 (subject to refund if meter is defective)
